The recent development in ICES advice on European anglerfish (Lophius spp.) is an example of a learning process involved in seeking this goal. The advice was changed from standard TAC advice to an effort-based adaptive approach with direct reference to the vicious circle created by the TAC regime originally in place (ICES, ).

The North-east Atlantic Ocean is a part of the Atlantic Ocean and is dominated by deep ocean basins, except the Celtic Sea, the shelf along the Bay of Biscay and Iberian coast. The formation of the North Atlantic deep water is one of the driving forces for the thermohaline circulation of the world s oceans.

Subsequently, ICES introduced more formal processes for providing advice within a Precautionary Approach framework, which was required under, inter alia, the UN Fish Stocks Agreement, and by ICES' own client for advice, the European Commission.
